Who Needs This
California State Law
California's Boater Card Law (CA Harbors and Navigation Code §678.11) requires anyone operating a motorized vessel of 15 HP or greater to carry a California Boater Card issued by California State Parks Division of Boating and Waterways (DBW).
The phase-in started in 2018 and completes January 1, 2028. As of 2025, the requirement covers everyone 35 years of age and younger. The card is a one-time, lifetime certification — you don't have to renew it.
To get the card, you must pass a NASBLA-approved boater safety course (like ours) and submit your certificate of completion + the $10 California DBW issuance fee. Our course handles the full process: course, exam, and certificate transmission to DBW.
CA DBW officers + local law enforcement can ticket boaters operating without the card. The card must be carried on your person while operating a vessel — either physically or in a wallet app on your phone.
