Who Needs This
Do you need a California Boater Card?
- As of January 1, 2025, every California boater 35 and younger operating a powered vessel must have a California Boater Card.
- The age requirement steps up every year — by January 1, 2028, the card will be required for ALL ages regardless of vessel type.
- Operating a personal watercraft (jet ski, Sea-Doo, WaveRunner)? Same rule applies — card required.
- Out-of-state visitors operating a rental in California waters need either a California Boater Card or an equivalent state-issued boater education certificate.
- Required for inland lakes, rivers, deltas, and coastal waters — anywhere in California's jurisdiction.
California State Law
California's Boater Card Law (CA Harbors and Navigation Code §678.11) requires anyone operating a motorized vessel of 15 HP or greater to carry a California Boater Card issued by California State Parks Division of Boating and Waterways (DBW).
The phase-in started in 2018 and completes January 1, 2028. As of 2025, the requirement covers everyone 35 years of age and younger. The card is a one-time, lifetime certification — you don't have to renew it.
To get the card, you must pass a NASBLA-approved boater safety course (like ours) and submit your certificate of completion + the $10 California DBW issuance fee. Our course handles the full process: course, exam, and certificate transmission to DBW.
